With the Microsoft Services Provider License Agreement (SPLA), there are no up-front costs or Microsoft Volume Licensing commitments. You pay only for what you used in the previous month; you have access to the latest versions of software; and you can sell your services worldwide.
Note that as of October 1, 2013, the requirement to enroll in the Hosting community prior to enrolling in a SPLA agreement with a licensed reseller has been waived.
